As of 1 January 2025, all platform operators in Singapore are required to purchase work injury compensation (WIC) insurance for their platform workers. This requirement is part of the Ministry of Manpower’s (MOM) initiative to enhance financial protection for these workers. 

The WIC insurance for platform workers follows MOM’s prescribed coverage, limits, and policy wordings, promoting consistent protection with no coverage gaps regardless of the insurer.  Marsh’s WICA for Platform Workers is a bespoke experience which can enhance companies’ benefits and risk management outcomes.

Who must be covered

All platform operators must provide WIC insurance for their platform workers.

When can platform workers make a claim?

Platform workers are eligible to make a claim under the Work Injury Compensation Act (WICA) if they sustain injuries while performing specific tasks related to delivery and ride-hailing services, including:

  • Pick-up: From the time the platform worker travels to the pick-up or collection point until they leave that location, including returning to the vehicle (for delivery services).
  • Delivery: From the moment the platform worker travels to the drop-off or delivery point until they leave that location, including returning to the vehicle (for delivery services). 

Additionally, claims can be made if a platform worker contracts an occupational disease during the course of their work.

Types of benefits under WICA for platform workers 

a) Compensation for permanent or temporary incapacity, or death

b) Coverage for medical expenses

c) Income loss compensation

From November 1, 2025, changes to the WICA reflect adjustment to compensation limits. This increase is in line with wage growth and rising healthcare costs.
