US Practice Leader, Construction Consulting Services, Marsh Risk Consulting
Todd Vandenhaak is the US practice leader for Marsh Risk Consulting’s Construction Consulting Services Practice. Todd specializes in dispute resolution and litigation support, project and program advisory services, claim development, forensic investigation, performance audits, and quantum analysis. As the Construction Consulting Services US practice leader, he is responsible for the deployment and management of expert consulting services to both domestic and international clients, including architects, contractors, subcontractors, designers, engineers, owners, vendors, and legal counsel. A primary focus of Todd’s expert works is scheduling delay/acceleration analysis, project management standard of care, and cost assessments for engineering and construction projects.
Todd is a professional civil engineer with 20 years of experience in the design and construction industry. His experience includes transportation (ports, rail, and highways), tunnelling, power plants (coal, gas, and nuclear), oil and gas, buildings (commercial, educational facilities, and hospitals), mining, manufacturing and process facilities, and underground infrastructure industry sectors. Within these sectors, Todd provides consulting on cost, schedule, and scope throughout the project lifecycle, spanning from a risk assessment perspective, through development of delay and disruption claims and expert services. He provides expertise in Critical Path Method (CPM) scheduling delay/acceleration analysis, claim development, damages quantification, project planning, and cumulative impact analyses. His expert services include developing contract claims and Builder’s Risk/Construction All Risk “CAR” claim development and recovery. Todd performs Quantitative Risk Assessments (QRA) for owners and contractors, and advises on the development and implementation of risk management systems. He conducts performance audits with a focus on change management and project controls. He also provides expert testimony services for large, complex construction projects.
Todd provides expert forensic services in cost, delay, productivity, and inefficiency analyses and has extensive experience in project management, project engineering, and construction management, including direct supervision of contractor work efforts, production and review of final design drawings, estimating, bidding, scheduling, and contract development. Todd’s experience developing claims includes all phases of the dispute resolution process in various Alternate Dispute Resolution (ADR) forums. He has produced expert reports and testified in arbitration under International Chamber of Commerce (ICC) rules.
Prior to his role as a construction consulting expert, Todd has worked as a civil engineer, providing consulting services and developing final engineering plans, specifications, and cost estimates for clients both domestically and internationally. He has also worked in construction management as a contractor and consultant on civil infrastructure projects.
